Billing timing. Crest states that most associations it manages bill annually with a January 1 due date, and that a late fee is applied on February 1. Check your own statement, because the due date can vary by association.

Ways to pay. Crest accepts payment online through the homeowner dashboard by credit card (2.95% processing fee) or eCheck ($2.25 fee), by mail to the Phoenix lockbox address above, or in person at the Houston office by check or money order. Make checks payable exactly as your association statement instructs — do not assume a check should be made payable to Crest.

What Assessments Support

The association's adopted budget determines exactly how assessment income is used. In a community like Riverpark West, assessments generally support:

  • Community landscaping and entrances
  • Common-area maintenance
  • Amenity maintenance and operations
  • Community insurance
  • Management and administrative expenses
  • Deed-restriction enforcement
  • Legal, accounting, and reserve expenses

Architectural Approval

Get written approval before starting any exterior project that the governing documents may regulate.

Crest accepts applications through the homeowner dashboard — log in and select the Exterior Modification Request Form. Crest states that 30 days is the normal review window, though each association sets its own allowed timeline. Submit the request and wait for written approval before ordering materials or starting work.

Projects that commonly require review include:

  • Swimming pools, spas, and outdoor kitchens

  • Patio covers, pergolas, gazebos, and sheds

  • Fences, gates, and fence staining

  • Exterior painting or color changes

  • Roof replacement or material changes

  • Solar panels and generators

  • Driveway additions or extensions

  • Permanent basketball goals, play structures, and trampolines

  • Major landscaping changes and tree removal

  • Drainage modifications

  • Outdoor lighting and security cameras mounted to exterior structures

  • Window, door, or exterior material changes

Do not treat this as the association's complete list. We try to keep this current, but we are human — check with Crest directly.

An approval from a builder, contractor, neighbor, the county, or the MUD does not replace association approval. Likewise, association approval does not replace required government permits.

Everyday Rules Worth Checking

Consult the governing documents before making decisions involving:

Property appearance — lawn and landscape maintenance, dead trees and grass, exterior staining or deterioration, visible trash or equipment, holiday decorations, signs and flags.

Vehicles and parking — street parking, overnight parking, commercial vehicles, trailers, boats and RVs, inoperable vehicles, parking on lawns. Enforcement can involve the association, Fort Bend County, or law enforcement depending on who controls the roadway.

Trash and storage — approved containers, placement before collection, removal after collection, where containers are stored between pickups, bulk trash and prohibited dumping.

Animals — leash and restraint requirements, waste removal, excessive noise, number or type of animals.

Leasing — minimum lease term, short-term rental restrictions, tenant registration, required documents, owner responsibility for tenant violations, and amenity access for tenants. Get the association's current leasing rules before advertising or signing a lease.

Noise and nuisances — activities creating unreasonable noise, odors, traffic, safety problems, or interference with neighboring homes may be restricted even when not named in a short list of rules.

Amenity Access

Pool and amenity access devices are issued through the association. Log in to the Crest homeowner dashboard and select the Pool/Access Device Form. Crest notes that an owner must be in good standing with the association to be issued access.

Amenity hours, guest limits, seasonal schedules, and facility rules are set by the association. Confirm current rules through the portal.

Violations, Fines, and Hearings

Crest states that it inspects managed communities monthly, mails violation letters within one business day of an inspection, and sends a series of letters with a correction timeline — roughly three months before a matter may be referred for legal action.

If you receive a violation notice:

  1. Read the entire notice, including the cited provision and the response deadline.

  2. Photograph the property and keep dated records.

  3. Correct the issue when you can.

  4. Contact management promptly if you need more time.

  5. Submit documents through the portal or another trackable method.

  6. Ask for written confirmation when the violation is closed.

  7. If you disagree, follow the stated hearing or appeal procedure.

Do not ignore a notice simply because you believe it is incorrect. Silence tends to make HOA problems more expensive, never more charming.

Texas Property Code Chapter 209 sets requirements that may apply to association records, meetings, enforcement notices, hearings, collections, elections, and architectural appeals.

Homeowner Rights Under Texas Law

Subject to the applicable statutes and the governing documents, Texas homeowners may have rights concerning:

  • Inspection and copying of certain association records

  • Advance notice of certain board meetings

  • Open portions of board meetings

  • Notice before certain enforcement or collection actions

  • An opportunity to request a hearing

  • Payment-plan procedures for delinquent assessments

  • Voting and election procedures

  • Architectural-review decisions and appeals

  • Access to filed dedicatory instruments

  • Solar-energy devices and other protected property uses

Texas Property Code Chapter 202 also limits how associations may regulate certain legally protected property uses and improvements.
